5 Malta Permanent Residency Program Changes in 2025

Good news for Malta Golden Visa investors, the government has revealed plans to make changes that interest investors. The aim of these changes is to increase accessibility and appeal. These changes include the issuance of the Malta TRP card and a reduction in cost. CEO of Saad Ahsan, Mr. Ahsan Khaliq, marked the shift as a major milestone in the investment migration industry. Here are the details:

1.      Malta Temporary Residency Card Issuance at Application Stage

2.      Instant rental income for real estate investors

3.      Approval of subletting rights after 5 years

4.      25% Fee reduction for adult family dependents in residency application

5.      Transfer of Agent Licensing Authority to the Residency Malta Agency

Malta Temporary Residency Card Issuance at Application Stage

Issuance of the Malta Temporary Residency Card at the time of application submission for Malta PR. The Malta TRP card validity will be 1 year and is renewable. The applicant must have paid the initial €15,000 administration fee, along with the completion of other processes.

This includes Malta Golden Visa application submission by a registered and licensed firm and approval by the Residency Malta Agency. This way, families can enjoy more quality time in Malta even before the issuance of a Malta PR.

Malta real estate investment and Rental Income

Malta real estate investment is a strategic decision for permanent residency that also offers a passive income in Europe. The new measurements by the government allow investors to lease their property from the day of property acquisition.

This means Malta is now aligned with other European Golden Visa programs like Greece, as both options empower investors to earn rental income while waiting for their immigration status.

Rental Application Gain Subletting Rights for Malta Investors

Golden Visa application submitted via the Malta property rental option can now sub-lease the property after completion of a 5-year tenure. This update is subject to the point that the sub-tenant must not be another Malta PRP applicant. This means, Golden visa applicants in Malta can now go for long-term rental contracts and can sub-lease the property.

Reduced Malta Residency Fee for Families

To encourage family living in Malta, the government has adjusted the Malta residency card fee for families. Those who choose the lease option for Malta permanent residency by investment program now have to pay €37,000 instead of €60,000, while property investors need to pay €38,000.

Moreover, the previous €10,000 contribution for the addition of each extra family member of the Golden Visa for spouse and minor children is now reduced to €7,500 for each additional adult family member who is 18 and above.

Administration Fee Adjustment for Malta Golden Visa

The administration fee of €60,000 for Malta Golden Visa is now payable in two installments, i.e., €15,000 in advance and the remaining €45,000 after approval.

Transfer of Agent Licensing Authority to the Residency Agency Malta

The government of Malta has transferred the agent licensing authority from Agenzija Komunita to the Residency Agency Malta.
